Symptoms

In an out-of-box Fusion-Taleo integration an Employee sync from Fusion (which corresponds to Taleo's  Candidate merge) has this error:

You have chosen "Cellular Phone" as the primary contact number. Therefore, you must enter a number in the "Cellular Number" field.

 or

You have chosen "Home Phone" as the primary contact number. Therefore, you must enter a number in the "Home Phone Number" field.
