Understanding Manage Goal Scheduled Process

User is noticing that new hires do not have the 2016 Goal Plan assigned to them. User has the process Manage Goal Scheduled Process scheduled to run everyday.

There is a parameter called <>. What does this attribute mean and what date should customer be using on the scheduled process to make sure it picks up all new hires throughout the year?
