STEPS
-----------------------
The issue can be reproduced at will with the following steps:
User is entering an AP invoice with the site location of the city of XXX, Washington, the tax site used is typically "XXXXX YY" for our office there for a particular event. The tax rate for that site is 9.5% per our tax department. I am working on an invoice from a supplier for that site, and when calculating tax for the invoice using "XXXXX YY", the rate came up as only 7.4%.
