Cannot Change Or Select Financial Plan Type When Creating A Project Budget (Doc ID 2137773.1)

When creating a project budget I cannot select or change the financial plan type. The budget picks up the plan type flagged as "Set as default financial plan type".
If I navigate to Manage Version Details, the financial plan type is not changeable.
The project was created from a template which contains no budget or forecast versions.

What would prevent the plan type from being changed?
