FUSION CST:Cannot Activate Cost Management Journal Entry Rule Set Assignments (Doc ID 2140724.1)

Goal

The Create Accounting program ends in warning.  The Create Accounting Execution Report shows the message:      

    The custom subledger accounting method XYZ Accrual with Encumbrances contains an invalid journal entry rule set.


When reviewing the Accounting Method "XYZ Accrual with Encumbrances", the status of cost management is ERROR.  When try to activate the Journal Entry Rule Set Assignments, it ends in error:  

           "XLA-870945The activation of the journal entry rule set assignment has failed.You can view the details of the activation errors."

If we review the activation errors are empty.

Have run the Activate Subledger Journal Entry Rule Set Assignments process, and the report shows that all the rules are activated.  When try to activate the Journal Entry Rule Set Assignments, the result is the same.
