While Creating Dispute For Deliquent Customers, Approver does not receive notification to Approve (Doc ID 2141519.1)

ACTUAL BEHAVIOR
---------------
When Creating dispute for deliquent customers, it states pending for approval, but when I go to its line manager, I am unable to view the Notification for approval.

EXPECTED BEHAVIOR
-----------------------
Once dispute for deliquent customer is created, approval notification has to be sent manager.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Billing Workarea -> Manage Transactions
2. Search for a transaction and open.
3. Click Dispute Transaction and submit to for approval.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot approve dispute transactions and create credit memos.
