Symptoms

On :cbqg-test.crm 11.1.11.1.0 version, Data Quality, Customer Hub

ACTUAL BEHAVIOR
---------------

When a merge request is created manually in the UI and go to duplicate resolution request view , only the assign button is enabled the rest 'process', 'override system mapping' and 'reject' are grayed out and process get stuck on pending

EXPECTED BEHAVIOR

Request status should go to new an being able to click on 'process', 'override system mapping' and 'reject'

The issue can be reproduced at will with the following steps:
1. Go to Duplicate Resolution
2.Create a resolution request
3.Go resolution request view

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot have data integrity
