PJC: Create Accounting Error 'Values Are Missing For One Or More Required Segments (Doc ID 2150125.1)

SLA Accounting Rule is not stamping the Legal Entity segment value.

Steps
====
1. SLA Setup for Projects in place.
2. Create expenditure items and generate revenue for it.
3. Run the create accounting program.
4. It ends up in warning.

Create Accounting Execution Report shows following errors -

Event Type: Interproject Revenue
Error and warning message:
The account -000000-0000000000-1112300001-22880-0000000000-000000-000000-000000 is invalid. (MESSAGE=Values are missing for one or more required segments.)
Cause: The cause is: {MESSAGE}.
Action: The account {ACCOUNT_VALUE} must be enabled, allow posting and must not be a summary account.
