Troubleshooting Steps
 Cause 1 - Unifier Authorization Key in Unifier and Oracle Identity Manager (OIM) don't match. (NOTE: This "Cause 1" only applies to Oracle GBUCS Cloud environments (URL example:  https://<customer>-unifier.oracleindustry.com) because OIM is only used in GBUCS, whereas OCI Cloud environments (URL example: https://unifier.oraclecloud.com/<company>) only use IDCS instead of OIM).
 Cause 2 - License limits for Company/Partner Active Named Users and Overage have been reached.
