Symptoms

Goal Import incorrectly prorating amount

We are loading goals using the Import Participant Goal template.
The Compensation Plan Assignment start date for the participant is 2014/02/15.
The Performance Measure on the plan has a Performance Interval of Quarterly.
In the template we have a Start Date of 2014/02/15, an End Date of 2014/03/31, and an amount of 5000.

Expected Results:
The expectation is that the Import process will evenly prorate the 5000 between the two periods defined by the Start and End Date provided in the template:
Feb 2014 = 2500
Mar 2014 = 2500

When specify the start_date for the template as 2014/02/15, the participant goal import completed with Warning message.

MESSAGE
The Start date: 2014-02-15 is not a valid period start date for measure: KV Simple Qtr PM 2 and participant IC Rep6.
