Eloqua: File Storage: The 'Actual URL' of File Uploads Includes a String of Characters Before the File Name

Symptoms
When a file is uploaded into File Storage, its Actual URL (under Assets > Components > File Storage > locate and open the desired asset) shows a string of characters that were not part of the original file name. The Actual URL includes something like {Eloqua Unique Code}_ before the file name.
Trying to delete these characters and save the change does not work, they cannot be deleted.
