Cost Details on Shipment Cost UI Change Every Time a New Currency Exchange Record is Created (Doc ID 2159130.1)

Symptoms

When a New Currency Exchange Rate is added, Shipment Cost displayed on the Shipment Cost Tab change according to the New Exchange Rate on all the previously Planned Shipments.

Consider the following Example, Initially there is a Currency Exchange Rate Effective 01/18/2016 USD/EUR 2.00 in the System, On planning an Order Release to Shipment (a fixed cost of 1200 EUR) , the Shipment Cost is displayed as 600 USD , a New a Currency Exchange Rate Effective 06/14/2016 USD/EUR 3.00 is created , the Shipment Cost of the above Shipment is recalculated and shown as 400 USD.
