Unable to enter Dynamic Calculations using seeded Performance Management Overall Rating Column

Set Up Compensation Management
In Configure Performance Ratings, we have selected 'Integrated with Oracle Fusion Performance Management'. Also note that we have two Performance Documents – One is the Annual Performance Document which is available for all employees and the second is Consistency Review Document which is created for only those employees for whom Performance Rating needs to be updated as a result of ‘Normalization’. Thus as per our current setup we did not select the Performance Template or Performance Document Type name in ‘Configure Performance Ratings’ in Plan setup.
However when we go to Manage Dynamic Columns for a Custom Column and want to use the Management Overall Rating column in the calculations, we get the below error message:
''Performance management ratings are not used so no ratings are available to select. Enable performance management ratings and select a performance template.''
Even if we want to enter dynamic calculations for the seeded Performance Management Overall Rating we get the same error message. As earlier, I am guessing we still cannot enter dynamic calculation for the seeded Performance Management Overall Rating. However why are we not being able to enter dynamic calculations using the seeded Performance Management Overall Rating column, just because we have not selected the Performance Document Name in the Configure Performance Ratings Page? Could you please confirm if this is the intended functionality?
Note that we were able to use the seeded Performance Management Overall Rating column in dynamic calculations only after selecting the Performance Document Name in Configure Performance Ratings Page.
