Not Able To Setup Budgetary Control At "Ledger Or Project" Level (Doc ID 2173493.1)

Goal

During the Budgetary Control Setup, we have enabled the option "Enable budgetary control for the ledger and all journal sources and categories" and is saved with "Ledger Only" Control Budget Filter. This value needs to be setup to "Ledger or Project". But after saving this, it is not allowing to make the change as all the three options under Control Budget Filter are grayed out.
