What time of the day User Account gets created if the Hire Date is in future (Doc ID 2175978.1)

Goal

While creating an Employee, if the hire date is today or the past day, the system creates the user account for the employee immediately.

If the hire date is a future date, the system create the user account in the future date, what's the time of the future date.

When the new hire is in future date, on that date what time User Account gets created?


Ex: Current Date = 24-Aug-20XX
      Hire Date = 1-Sep-20XX
      On the date of 1-Sep-20XX, what time will User Account gets created?
