Fusion CST: Review Item Cost shows unit cost as blank (Doc ID 2177690.1)

Symptoms

On : 11.1.11.1.0 version, Manage Item Costs

ACTUAL BEHAVIOR
---------------
In review cost accounting distributions UI, unit cost shows only currency code. value part is missing.

In review item cost UI, the unit cost is blank even though the transaction status is fully costed with no costing errors.

EXPECTED BEHAVIOR
-----------------------
Item Cost should be visible in review item cost UI

STEPS
-----------------------

The issue can be reproduced at will with the following steps:
1)Create PO and received it
2)Run the ESS Jobs transfer tansactions from Inventory to costing
3)Run Cost Processor or create cost accounting distribution program
4)Submitted create accounting
5)Goto Review Item Cost Window
6)In Review Item cost UI the unit cost is blank even though the transaction status is fully costed with no costing errors.
