Issue with Forecast, getting Error - "You do not have permission to access this information" (or) "No territories to display" (Doc ID 2186548.1)

Purpose

While navigating to 'Forecast' page in the UI and noticing any of the following Errors, then issue could be because of the following three scenarios covered below:

Error Messages:
You do not have permission to access this information
No territories to display

In a general use case for a user to access the forecast

1. User should be a territory owner (or) Forecasting Delegate
2. User should be owner of Opportunities / Revenue line items assigned to the appropriate territories
3. There has to be an Active forecast
