Benefits : Cannot See The Dependent Created In The Open Enrollment Period

On : 11.1.11.1.0 version, Manage Benefits


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Process the Open Enrollment event.
2. Add a new contact during the event.
3. Go to add dependents\beneficiaries for the elected plans.
4. Newly added contact does not display as a dependent that can be covered but does show up as a beneficiary only.
