Manage External Data DBI's are not available in Participation And Rate Eligibility Fast Formula Type

When trying to build a custom eligibility fast formula based on Manage External data (that is fed by recommended and approved amounts from above plans Annual Salary Review and Bonus Payout for each employee), we notice that Manage External Data DBIs are not available in Participation and Rate Eligibility Formula Type

We have two plans:
Annual Salary Review: where users make recommendations for Salary Increase and Promotions - New Position or New Grade
Bonus Payout:where users make Annual Bonus payout recommendations
We use a third plan Annual Salary Review Communication to generate Salary Change, Promotion or Bonus Letters
If an employee is approved for a non-zero Salary Change, then Salary Change letter should be generated
If an employee is approved for a non-zero Salary Change and a non-zero Bonus Payout, then Salary Change and Bonus Payout letter (single letter) should be generated
If an employee is approved for a non-zero Bonus Payout only, then Bonus Payout letter should be generated
Customer expects that only the employees with a Grade Change or Position change or Salary change or Bonus Payout (non-zero) value are listed on this Annual Salary Review Communication plan. This is to make sure that end user does not have to identify which employees they should generate letters for.
