FA OTBI - No Rating Doesn't Exist For Persons Who Have Not Started Appraisal Process (Doc ID 2193429.1)

Goal

We are seeing Employees with NULL Performance Document Status as the persons who have not started their appraisal status and who have Completed the appraisal , in Completed Status. However, we are not seeing a NULL/NO RATING in Numeric Rating Column in Performance Rating Subject Area. This is misleading users as we have 25,000 employees who has NULL/NO PA Document Status and these employees doesn't show up in NULL/BLANK PA Rating.
