Batch Assignment Job Is Not Assigning Territories to Accounts Properly (Doc ID 2193982.1)

Symptoms

On : 11.1.11.1.0 version, Accounts, Contacts, Households, Assign Accounts

ACTUAL BEHAVIOR
---------------
When the batch account assignment is run, no errors are thrown but not all the accounts are getting assigned as expected. Some accounts can have assignment run individually or manually and it is successful but not all.

ERROR
-----------------------
Territories were not assigned to sales account {SALES_ACCOUNT_ID}.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Sales Cloud application
2. Navigate to SUI > Sales > Accounts
3. Search for and edit account
4. Click Actions > Run Assignments

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, the implementation schedule is impacted.
