Goal

It seems that IdcService=CREATE_APP_LINK generates a link that does not require javascript handling but the REST API requires javascript event handling.  Why is this?  Our use case is trying to create a popup to DOCS from PCS. We would rather just point the iframe directly to the URL.  Instead, we have to create another indirect page to handle the javascript events.
