Oracle Documents Cloud Service -- Newly Added User is Unable to Access Document Cloud Service (Doc ID 2202026.1)

Symptoms

When an Identity Domain Administrator logs in to Oracle Documents Cloud Service and creates a new user for that service, the new user cannot access the Documents Cloud Service.  When the new attempts to log into the Documents Cloud Service, the user encounters the following error:
