Oracle Content and Experience Cloud Service -- Newly Added User is Unable to Access Cloud Service (Doc ID 2202026.1)

Symptoms

When an Identity Domain Administrator logs in to Oracle Content and Experience Cloud Service and creates a new user for that service, the new user cannot access the Cloud Service.  When the new user attempts to log into the Cloud Service, the user encounters the following error:
