Currency Base Unit Of Measure From USD To AUD Not Working

Symptoms
The requirement is to change the Currency Base UOM changed from USD to AUD
Logging in as a DBA & created the new record:
Type = CURRENCY
Code = AUD
Short Description = AUD
Long Description = Australian Dollars
Rank = 1
Action "Set as Display Default" and "Set as Storage Default" is executed and system was restarted. Also USD reference is deleted and restarted again
But the change is not happening
STEPS

The issue can be reproduced at will with the following steps:
1. Create a UOM record for currency logged in as DBA.ADMIN
2. Execute Action "Set as Display Default" and "Set as Storage Default"
