Unable To Import Lookup & Related Value Map (Doc ID 2203723.1)

Symptoms

Need to import lookup & related value map of Parent Choice List for address-province/city/county

In some cases, need to input massive code manually (ie. province/city/county), also with the value map of Parent Choice List.
Now, need to input address (province/city/county) information to opportunity.

In this case, need to input 3 Fixed Choice List fields (that's 3000+ city data) and config 2 value maps of Parent Choice List all manually.
So is it possible to find a way to import value map of Parent Choice List using file-based import?

Already checked the KM article - <Note 2127385.1> - Oracle Sales Cloud: How to Import Lookup Types and Lookup Codes Using File-Based Import

However it never succeeds

a. Lookup Type file ===>

b. Followed exactly the steps as is in the attachment document in the <Note 2127385.1> - Import_Lookup_Values_Using_File-Based_Import.pdf

c. In the "File Import and Export" > Upload > choosing the Account field value as "setup/functionalSetupManager/import"

d. And in the Setup and Maintenance, trying to import inside "Manage Standard Lookups" Task

Still do not see this import completing successfully.
