Run ETL Failing With Error "Could Not Connect To The ODI Process Agent"

Symptoms
When running the ETL Job, the job fails with the following error
[152176] Could not connect to the ODI process agent . Error is Agent NACK received for OdiStartScen|Code: 404
oracle.odi.runtime.agent.invocation.InvocationException: ODI-1425: Agent application cannot be reached
It is expected to be able to run the ETL job successfully with no errors.
The issue can be reproduced with the following steps:
1. Trigger an ETL load from OTM to start the data load to the HD database.
2. The ETL load fails with the above specified exception.
