Tax Simulation Feature Is Not Calculating Taxes

Symptoms
On Oracle Fusion, 11.1.11.1.0 version, On transaction screen tax is calculate. But creating the transaction on simulator taxes are not calculated
EXPECTED BEHAVIOR

As the transactions are registered to calculate taxes, expecting to have taxes calculated on the simulator page
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Setup and maintenance
2. Go to Tasks
3. Query by task: Manage Simulator Transactions
4. Create a transaction
5. Review the taxes and observed there is not taxes calculated
