Payment Transmission File Generated With Wrong Time Stamp (Doc ID 2219581.1)

Goal

Payment Transmission file is generated with wrong time stamp. 
For example, lets say the customer and bank are in EST time zone and as part of the EFT payment files generation, these files are transmitted to the banking application.

The payment file gets generated in Oracle and is transmitted to Banking Application automatically through SFTP process. Since Bank & the customer both operate in EST,  all their applications work on EST time.

Oracle Transmission Configuration is setup with with payment file name syntax as for example 'Custion123_&Date&Time '. Hence file name is expected to have a EST time stamp for banking application to process the file. However currently UTC time is getting published on the file name. The UTC time is also getting publish on all Payment Build files which are standard outputs.
