Symptoms

On : 11.1.11.1.0 version, Manage Benefits

ACTUAL BEHAVIOR
---------------
The contacts are being required to have a legal identifier even though the record has an SSN associated with it.

EXPECTED BEHAVIOR
-----------------------
Legal identifier should not be required in this case.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in as employee and make benefits elections.
2. Add contact to benefits.
3. Action item to provide legal identifier is being created.

BUSINESS IMPACT
-----------------------
This is causing an issue with further updating the elections.
