Benefits Enrollment Error BEN-990168: Coverage Start Date cannot be determined (Doc ID 2224020.1)

Symptoms

On : 11.1.11.1.0 version, Manage Benefits

When attempting to enroll in the benefits program a new hire,
the following error occurs.

ERROR
-----------------------
The coverage start date cannot be determined. Review the plan design configuration to ensure the coverage start date is specified. (BEN-990168)
If the coverage start date is configured as enterable, ensure that the coverage is entered. If the plan design allows for a coverage start date formula, try revising the formula. Context at the time of error: Person Test Benefits, Test Benefits, Program US Benefits Program, Plan BCBS Medical, Option Employee Only

STEPS

The issue can be reproduced at will with the following steps:
1. Create New Hire Life Event
2. Enroll the New employee in the Benefits Plan
3. The error it's displaying

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot enroll the New Hire into Benefits Plan
