Can Not Update the MAX_COST In Accessorial_cost to Null Through the CSV File

Symptoms
When attempting to make MAX_COST as blank from a numeric value by means of uploading an csv file it is not getting reflected. The following error occurs.
ERROR

Max cost is still a numeric value.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to OTM
2. Navigate to business process automation --> Integration manager --> upload an xml or csv--> upload accessorial_cost csv file with max cost as blank (Note earlier value of the record is a numeric value)
