Why Product Development does not Show Item Structure Defined Only In Child Organizations? (Doc ID 2236108.1)

An Item (I) is assigned to Master Organization (A) and a Child Organization (B).

Now a structure is defined only in Child Organization B by navigating to:

Product Information Management -> Manage Items -> Open Item in Child Org -> Structures tab -> Actions -> Create

Navigate to Product Development -> Search Item I

The structure is not visible to create a Change Order
