Unable to process close open enrollment via batch job

Completed Open Enrollment cycle:

Open Date Feb 6, 2017
Original Close Date Feb 17, 2017
Was extended to Feb 18 on Feb 17, 2017 through batch job

When trying to run batch job to close enrollments, records are not being processed
However when going in individually and processing, it is fine.

The issue can be reproduced at will with the following steps:
1. Navigate to Benefits>Evaluation and Reporting
2. Click on Processes tab
3. Find 'Close Enrollment' process under the 'Election Processes'
4. Click submit
5. Enter in needed parameters (Excluding 'Assigned Life Event Date')
6. Click submit
7. Bulk of population is not closing.
