Symptoms
You have a scenario where a shipment has more than 3000+ lines on it.
When creating the transaction for this shipment, it is taking more than an hour to complete. While this is running it is holding a lock during execution and users aren't able to do anything with the locked shipment.
This is impacting the system performance too.
