Carryover Expiration Rule Is Not Working As Expected

Goal
On : 11.1.11.1.0 version, Absence Setup
Setting the accrual plan (incremental and monthly) with carryover rule set to expire in the end of Q1 which means that on April first (1-APR-2017) ->so the expiration is set to 3 Months
But, the expiration worked at the end of April and not the start of the month.
Changed the Duration to 2 Months and now its expired only at the end of March.
Is this the right behavior?
