Report Final link is Disabled on Locked Case

When a case is locked after a report is scheduled, the Final link of the scheduled report is not enabled on Case Form >> Regulatory Reports.
This issue is unable to be reproduced intentionally and can be happened to any report type of reports to any agency inconsistently.

1) Create a new spontaneous case.
2) Enter data to the case for report.
3) Schedule CIOMS-I report on Regulatory Reports tab. Final link is not enabled. This is expected.
4) Lock the case. Final link is still not enabled. This is unexpected.
