When attempting to run cost processor for work orders the following error is received:

ERROR
-----------------------
The work order close transaction could not been processed.
and
The Receipt is Missing a Cost


STEPS TO REPLICATE
-------------------------

1. The Cost Accounting Distribution Processor fails with 'The work order close transaction could not been processed."

2. Checked the work order cost distribution - and the return transaction has no receipt layer for the work order.

3. The work order close transaction has not been processed.  The material return transaction had not been processed. The error message is no receipt cost.

5. There is a depletion transaction for item material.
