Getting error while creating derived factor

ERROR

you must indicate either a minimum value or a maximum value . (BEN-991167)
The minimum value value greater than or equal to length of service and the maximum value less than length of service cannot both blank.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Manage derived factor
2. Create -> Length of service
3. Submit - received error

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, not able to create derived factor like earlier releases.
