Goal

Create Award option does not display all the Award Templates 

Through the Awards homepage, if the user clicks on "Create Award", the PPM Manager user cannot search for and find some of the award templates.

However, when searching for the templates through the navigation of Manage Awards > Create award from template, the user can see the configured award template. The user can also see the template from the FSM side.
