Cannot Create Capacity Limit/Usage Using CSV File Upload (Doc ID 2251436.1)

Symptoms

Capacity Limit is inserted via CSV file upload. No capacity usage is being created.
However if the capacity limit is created via User Interface, then the capacity usage records are correctly created

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Business Process Automation>>Upload CSV for capacity limit
2. Navigate to Capacity Management>>Check for Capacity Usage Records for that Capacity Limit
