Job Summarization Results In Catastrophic Failure

When attempting to summarize projects, an error message is received -
A fatal error has occurred. More information can be found in the server logs. Please contact your system administrator. logs.catastrophic_failure

The issue can be reproduced at will with the following steps:
1. Launch P6 Web
2. Open Project
3. Click on Actions / Summarize Projects
4. Observe the error
