Users Are Not Being Added to P6 EPPM After Being Provisioned in the Cloud Administration Tool

Information in this document applies to any platform.
After adding and provisioning users for P6 EPPM, in the Cloud Administration Tool, the users are not available in P6 User Access.
Users are not successfully added to either the production or stage environments and can be confirmed by reviewing the user list within P6 (web) Administer -> User Access.
Users should be populated in both the production and stage environments.
