Fusion Performance Management: User Unable To Create Performance Document Even After Making It Force Eligible

Unable to Force Eligible Performance Document
The HR user marked an employee assignment to be forced eligible for a Performance Document. But he is unable to see any rows in the eligibility results. Document becomes eligible but doesn't show in result. Also, it is not possible for the worker/ HR to create the performance document.
Once the eligibility is processed, expect that the process results should be shown. If the eligibility is changed to force eligible, it should be possible to create the performance document
The issue can be reproduced at will with the following steps:
1. Login as HR User
2. Navigator > My Workforce > Performance > tasks > Determine worker eligibility for performance document
3. Search for the worker
4. Click on Change eligibility
5. Change eligibility to 'Force Eligible'
6. But user is unable to create the performance document
