Goal

When Line Manager navigates to the following:
My team -> Performance -> My Organization

He gets the below message:
"No data can be displayed because performance document Appraisal 2013 does not include any ratings. (HRA-960366)"

Why is the error message shown and why is the target number of Documents not populating in the analytic?
