Symptoms

Purchased 80 users and the errors said Purchase users: hard limit:60 and current usage 80

Your Oracle Content and Experience Cloud (Identity Domain: XXXXXX) is suspended due to exceeding allocated resource quota. New instances can't be created and existing instances will not be able to consume more of the resources that have exceeded the quota. Please note that your running instances were not terminated and you'll be charged for costs incurred by these instances even if your service is in suspended mode. If you do not need these instances anymore, you can terminate them from My Services. For assistance, please contact Oracle Support.
