When creating a Transfer Order via FBDI, a Need By Date that is in the past can be entered, and still allows for successful creation of the TO.

As per customer if a past Need By Date is allowed on transfer order upload, it creates demand in Oracle which is past due from day one.

It is not acceptable to create a transfer order telling other organization, that the goods are needed in the past date.
