Benefits: Unable To Change The Plan Enrollment During Mock OE

Symptoms
On : 11.12.1.0.0 version, Manage Benefits
When attempting to go back into the Open event to change enrollments, the following error occurs.
ERROR
-----------------------
"The number of selected plans is greater than the total allowed for the plan type configuration.The total of enrolled plans 2 is greater than the maximum allowed 1 for the plan type Voluntary Employee Life Insurance. Select a number of plans that is less than or equal to the maximum limit."
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enroll employees in benefits using OE event.
2. Save enrollments
3. Go back into the event to change elections
4. Receive error
BUSINESS IMPACT
-----------------------
This is causing the employees to not be able to make changes to the elections made during OE.
