Attachments Are Not Opening Correctly; The file format and extension of 'filename' does not match -or- Adobe Reader could not open 'filename' (Doc ID 2273696.1)

On an Oracle cloud hosted Unifier stage, dev, test, or any other non-production environment

Expected Result: Any/all files previously existing attached to business process records should be able to be opened.

Actual Result: Only some files open, and others do not and instead throw errors such as; 1) The file format and extension of 'filename' does not match. The file could be corrupted or unsafe. Unless you trust its source, don't open it. Do you want to open it anyway?, and 2) Adobe Reader could not open 'filenamef' because it is either not a supported file type or because the file has been damaged (for example, it was sent as an email attachment and wasn't correctly decoded). If a new file is uploaded then it will open as expected.
