Symptoms

OTBI Report Is Missing Competency Rating Levels and Names from Rating Level Folder in the Workforce Performance - Performance Rating Real Time Subject Area (SA)

Human Resources, Performance Management Reporting: Using OTBI in Oracle Fusion Cloud.  Other data from this SA can be queried, but these columns are empty  - no results.

 
EXPECTED BEHAVIOR

Expect Data in Competency Rating Level and Rating Level Name in this folder to be viewable.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Select Competency Rating Level and Rating Level Name from Rating Level Folder in the Workforce Performance - Performance Rating Real Time SA
2. Note that no data is returned.

The issue has the following business impact:
Due to this issue, users cannot see the results of Competency Rating Level and Rating Level Name.
