Vacation Rule Does Not Work For Approval Group List Builder

Symptoms
Vacation rule works successfully if assigned to a single user. However, the vacation rule (assign and delete option) does not work when assigned to a single user if the user on vacation is part of an approval group (oim - list builder).
STEPS
1. Navigate: BPM worklist -> Preferences - > My rules
2. Create a GL Journal
3. Setup vacation rule for either 'assign to' or 'delegate to'. Regardless of which option is chosen, the workflow notification will not get generated.
4. Instead of the assignment/delegation notification going to the defined user , it is not sent at all. Only the original notification is sent to another group member who is part of the approval group of the user on vacation.
